Udan scheme to be extended to all underserved destinations

In a high level meeting held by K J Alphons, Minister of State (Independent Charge) for Tourism, with Suresh Prabhu, Minister for Civil Aviation; Jayant Sinha, Minister of State for Civil Aviation (MoCA), along with senior officials, it was decided that MoCA shall under-write any loss making route, if it is not already covered under Udan scheme. It was also decided that Udan scheme could be extended to all the under-served destinations at the earliest. During the meeting, Alphons requested for daily Air India flights to Khajuraho, better connectivity to Aurangabad for accessing Ajanta-Ellora, Triangular flight on Kochi-Goa-Jaipur sector, more international flights from Kozhikode, international flights to South East Asian countries from Guwahati Airport, commissioning of Kannur Airport, direct flights from Delhi to Kozhikode, daily flights from Kolkata to Shillong and more flights to Varanasi, direct flights from Ahmedabad and Kolkata to Srinagar and also opening the new airport in Sikkim. It was also requested that more flights be operated to Jindal Vijaynagar Airport to get better access to Hampi. MoCA assured immediate action in consultation with airline operators to provide better connectivity.

MoCA drafts CAR to handle unruly, disruptive passengers

Ashok Gajapathi Raju, Minister for Civil Aviation, and Jayant Sinha, Minister of State, Civil Aviation, have informed that they are revising the Civil Aviation Requirement (CAR) on ‘Handling of unruly/disruptive passengers’. They said that the CAR is being worked on to enhance the safety and security  of passengers, crew as well as airlines. R.N. Choubey, Secretary for Civil Aviation, gave details of the draft CAR and revealed that CAR defines three levels of unruly behaviours viz. Level 1 – disruptive behaviour, Level 2 – physically abusive behaviour and Level 3 – Life- threatening behaviour. Under CAR, the Airlines will maintain a database of such passengers which will form a National  No-fly List of unruly/disruptive passengers.  Individuals identified by MHA as national security threats will also form part of the National No-Fly List. Such names will be forwarded to the individuals by the airlines indicating the reasons for inclusion of their names in the National NO-Fly List.  For passengers indicated in the National No-Fly List, airlines will have option to bar the unruly passenger from taking flights to/form/within India for a period ranging from 03 months to a maximum of two years depending upon level of unruly behaviour.  For every subsequent offence, the person will be banned for twice the period of previous ban. Ministry asks AI to use best IT practices

The Minister for Civil Aviation, Ashok Gajapathi Raju held a meeting on July 11 to review the functioning of Air India, where he advised the national carrier to use the best IT practices to bring efficiency in the airline. During a presentation made by Air India, the Ashwini Lohani, CMD, Air India, explained the initiatives taken recently and the various challenges that the airline was facing in the domestic and international market. Aspects about the performance of Air India in comparison with other domestic airlines and the industry as a whole were analysed. Strategies for improvement of various parameters were also looked at. The Minister reviewed the status of monetisation by Air India so far and the hurdles if any. He keenly sought information on operationalisation of MRO for advanced aircrafts at Nagpur and Hyderabad. The Minister reviewed Air India’s strategy to increase its market share of the domestic and international market as well as improve its financial performance by reducing losses in any segment of the company. The Minister promised Air India that the Ministry on its part would look into their demands and will provide all possible support.

Passenger friendly initiatives

The Ministry of Civil Aviation (MoCA) has introduced a number of passenger friendly initiatives to ease the process of flight cancellation and delays. Ashok Gajapathi Raju, Minister for Civil Aviation, said that his ministry was committed not only to the growth of the airline industry but also to ensure that flying for most Indians becomes a pleasant experience. In keeping with this commitment, he along with Dr. Mahesh Sharma, Minister of State, Civil Aviation, presided over a presentation made by DGCA with regard to Passenger Centric Initiatives. In the presentation, the first category of amendments have been made in CARs related to refund of air tickets. The Ministry has proposed that the refund process should be completed within 15 working days in case of domestic travel and 30 working days in case of international travel. It also proposed that in case of cancellation of tickets, statutory taxes and user development fee/airport development fee/passenger service fee shall be refunded. The Ministry has also proposed in this category that under no circumstances cancellation shall be more than the basic fair. In the second category of CARs related to denied boarding, flight cancellation and flight delays, the Ministry has proposed that an amount equal to 200 per cent of booked one way basic fair plus airline fuel charge subject to maximum of Rs 10,000 would be paid to passengers in case airline arranges alternate flight that is to depart after one hour but within 24 hours of the booked scheduled departure.
