Ministry of Railways have decided to introduce the flexi fare system for Rajdhani/Duronto and Shatabdi trains. The base fares will increase by 10% with every 10% of berths sold subject to a prescribed ceiling limit. There will be no change in the existing fare for 1AC and EC class of travel. Other supplementary charges like reservation charges, Superfast charge, Catering charges, Service tax etc., as applicable shall be levied separately. Vacant berths left at the time of charting would be offered for current booking. Tickets under current booking shall be sold at the last price sold for that class and other supplementary charges like reservation fee, superfast charges, catering charges, service tax etc., as applicable shall be levied in full. The information should also be displayed to the passenger during the booking in case the fare of lower class becomes higher than the higher class to exercise option to travel by the higher class. The last price for every class of tickets for the particular train should be printed in the reservation chart for the purpose of charging of difference of fare in the train or charging the passengers of the train without ticket etc. The present limit of berths set aside for Tatkal quota in these trains shall be operated as per the existing guidelines. However, no additional charges as “Tatkal charges” will be levied.  The berths assigned under the Tatkal quota shall be booked at the rate of 1.5 times of the base fare for all classes (2S, SL, 2A, 3A and CC) except 1AC and EC. A joint venture agreement was signed between the Ministry of Railways and Government of Kerala for developing railway infrastructure in the state. Suresh Prabhakar Prabhu, Minister of Railways, Government of India , Ashok Kumar Mital, Chairman, Railway Board; Aditya Kumar Mittal, Member Engineering, Board Members and other senior officials were also present on the occasion. The JV Agreement was signed by S.C. Jain, Executive Director(Works) on behalf of Railways whereas it was signed by K.R. Jyothilal, Secretary, Department of Transport and Revenue (Devaswom) on behalf of Government of Kerala. Speaking on the occasion, Prabhu said that the signing of JV Agreements with the State Governments is a farsighted step of the Ministry of Railways by which Railways want to work hand in glove with the State Governments for the development of railway infrastructure in the states. He said that these kinds of JV Agreement is the best example of cooperative federalism for development of the nation as envisioned by our Prime Minister. He pointed out that Kerala has been neglected for too long and now concerted efforts are needed to develop its railway infrastructure. He said that Railway Ministry has given maximum allocation to Kerala during 2014-15 to 2016-17. He further said that Railways is also working on the re-development of Kochi and Ernakulam stations of Kerala State. The Ministry of Railways has announced a number of measures on the IRCTC website. “Now, a 35-second compulsory wait has been applied before booking an online ticket to prevent faster booking through any other unscrupulous means,” said A.K. Manocha, Chairman and Managing Director, IRCTC, at a combined conference. Sanjaya Das, MD, CRIS, U. Hazarika, Executive Director, C&IS Railway Board and other senior officials from the railway board were present. Manocha said that due to increased demand of e-ticketing and capacity constraint, the Next Generation e-Ticketing (NGeT) System’s capacity to book tickets has been upgraded to book 15,000 tickets per minute. Furthermore, only two tatkal tickets can be booked for single user ID in opening tatkal hours from 10-12 hours. Statistics from the Ministry of Railways reveal that 18,30,21,842 tickets were booked online during 2014-2015. Among the total tickets booked, the share of internet ticketing passengers to total passengers travelled was 54.52 per cent. To further strengthen its Passenger Reservation System (PRS), the Ministry of Railways has taken various measures on the IRCTC website on the lines of internet ticketing, Next Generation e-Ticketing System (NGeT), scripting, and various other security measures to control hacking.
