The World Economic Forum’s white paper on India’s tourism industry outlines the country’s $20 billion tourism opportunity that lies untapped. One of its recommendations is the formation of a tourism board. According to the White Paper titled ‘Incredible India 2.0 India’s $20 Billion Tourism Opportunity,’ a proposal to create a tourism board is put forward. It says, ‘India has more than 50 active foreign tourism boards, yet the country does not have its own tourism board. While it has a number of industry associations and state-level bodies, no public-private organisation represents the industry, and these bodies work independently to drive forward their own agenda. The industry is fragmented and hindered by poor coordination between the state and central government as well as within the central government itself. No single ministry is responsible for all the policies affecting the aviation, travel and tourism industry. The Ministry of Civil Aviation (MoCA), Government of India (GoI), has granted ‘in principle’ approval for setting up of 18 Greenfield Airports in the country. The list of these airport along with the estimated cost is: Mopa in Goa (approx. Rs. 3100 cr), Navi Mumbai (approx. Rs. 16704 cr), Shirdi (approx. Rs. 320.54 cr) and Sindhudurg (approx. Rs. 520 cr) in Maharashtra, Bijapur (approx. Rs. 150 cr), Gulbarga (approx. Rs. 13.78 cr in initial phase), Hasan (approx. Rs. 592 cr) and Shimoga (approx. Rs. 38.91 cr) in Karnataka, Kannur in Kerala (approx. Rs. 1892 cr), Durgapur in West Bengal (approx. Rs. 670 cr), Dabra in Madhya Pradesh (approx. Rs. 200 cr), Pakyong in Sikkim (approx. Rs. 553.53 cr), Karaikal in Puducherry (approx. Rs.170 cr), Kushinagar in Uttar Pradesh (approx. Rs. 448 cr), Dholera in Gujarat (approx. Rs. 1712 cr) and Dagadarthi Mendal, Nellore Dist. (approx. Rs. 293 cr), Bhogapuram in Vizianagaram District near Visakhapatnam (approx. Rs. 2260 cr) and Oravakallu in Kurnool District (approx. Rs. 200 cr), Andhra Pradesh. Ministry of Civil Aviation, hosted the first edition of WINGS 2017 – ‘Sab Uden, Sab Juden”- Expanding Regional Connectivity in New Delhi.  The plenary session was chaired by  P. Ashok Gajapathi Raju, Union Minister of Civil Aviation.  Around 338 delegates from the government and civil aviation sector participated in the event which included key stakeholders from all states, tourism departments and tour operators. The stakeholders interacted amongst themselves in 112 one to one discussions (G2B meetings) with the airlines operators in an attempt to showcase their destinations and routes as viable business market for the airlines. They represented airline consumers to facilitate interaction with various airlines, airport operators, cargo operators and other ecosystem players at a common forum. Jayant Sinha, Union Minister of State for Civil Aviation;Rajiv Nayan Choubey, Secretary, MoCA; B S Bhullar, Director General of Civil Aviation; Guruprasad Mohapatra, Chairman, Airports Authority of India; Usha Padhee, Joint Secretary, Ministry of Civil Aviation and Pratyush Kumar, Chairman, FICCI National Aviation Committee also attended the sessions. 19 states made presentations emphasising the incentives or special packages to the airlines other than the support offered by Government of India under RCS- UDAN. The closed-door event entailed incentives to the airlines operators such as underwriting of seats, reducing the tax on ATF, additional VGF, night parking, concessional electricity and water charges, infrastructural support etc. and routes and airport wise benefits. This event proved to be an ideal platform for states to project themselves as a viable aviation market and showcasing the strength and opportunities in the aviation sector to the potential airlines.

The Ministry of Civil Aviation will be adding a digital experience for air travellers through DigiYatra Platform, which is an industry-led initiative co-ordinated by the Ministry. The move comes in line with Air Sewa which brings together all the stakeholders on a common platform for handling customer grievances and disseminating real-time data. Ashok Gajapathi Raju claimed that DigiYatra initiative will transform the flying experience for passengers and position Indian aviation amongst the most innovative air networks in the world. Jayant Sinha, Minister of State for Civil Aviation, launched a report on DigiYatra on June 8 and said that this initiative aims to bring together entire industry to develop a digital ecosystem that will deliver Indian customers a seamless, consistent and paperless service experience at every touch point of their journey. The Ministry has created a Technical Committee comprising industry stakeholders which will submit its recommendations in 30 days. These propositions would be open for public comments and discussions for another 30 days. These would then be translated into a time-bound action plan. He informed that all aviation stakeholders – airlines, airport operators, security and immigration agencies, cab operators, retail establishment and others are working to devise digital standards which can enable seamless exchange of data and information. He said that these standards can power unique applications which can deliver a delightful experience for air travellers. Sinha also said that the platform will be built on 4 key pillars—Connected Passengers, Connected Airports, Connected Flying and Connected Systems. Ashok Gajapathi Raju, Minister for Civil Aviation, and Jayant Sinha, Minister of State, Civil Aviation, have informed that they are revising the Civil Aviation Requirement (CAR) on ‘Handling of unruly/disruptive passengers’. They said that the CAR is being worked on to enhance the safety and security  of passengers, crew as well as airlines. R.N. Choubey, Secretary for Civil Aviation, gave details of the draft CAR and revealed that CAR defines three levels of unruly behaviours viz. Level 1 – disruptive behaviour, Level 2 – physically abusive behaviour and Level 3 – Life- threatening behaviour. Under CAR, the Airlines will maintain a database of such passengers which will form a National  No-fly List of unruly/disruptive passengers.  Individuals identified by MHA as national security threats will also form part of the National No-Fly List. Such names will be forwarded to the individuals by the airlines indicating the reasons for inclusion of their names in the National NO-Fly List.  For passengers indicated in the National No-Fly List, airlines will have option to bar the unruly passenger from taking flights to/form/within India for a period ranging from 03 months to a maximum of two years depending upon level of unruly behaviour.  For every subsequent offence, the person will be banned for twice the period of previous ban. SpiceJet has launched a daily direct Delhi-Surat-Delhi flight on March 26, as part of their summer schedule. The flight was inaugurated by Jayant Sinha, Minister of State, Civil Aviation. In an official statement, Ajay Singh, Chairman, SpiceJet, said, “SpiceJet is proud to connect Surat, one of the fastest growing cities of the country with the national capital. Our twice daily flights will offer immense flexibility to the corporate and leisure travellers on the SpiceJet network.”

The Delhi International Airport (DIAL) has proposed an Automated People Mover (APM) or air train between Terminal 1, T2 and T3 at Indira Gandhi International (IGI) Airport, revealed Jayant Sinha, Minister of State, Civil Aviation. In compliance with the provisions of Operation, Management and Development Agreement (OMDA), DIAL has reviewed and updated the Master Plan of IGI Airport, New Delhi in 2016 in consultation with the Ministry of Civil Aviation, Airports Authority of India and Sovereign agencies providing reserved services at the airport and with other stakeholders.  The Master Plan, 2016 contains a provision for Automated People Mover (APM) for connecting all the terminals of the airport. Total length of the proposed APM alignment is 5.5 km out of which 1.5 km is underground whereas 4.0 km portion is elevated. The Master Plan recommends this facility to be available by year 2020. DIAL has already taken steps for exploring all technical possibilities for providing the APM facility in consultation with Delhi Metro Rail Corporation (DMRC). The design, project cost and other details etc. are finalised during the finalisation of the Major Development Plan in compliance with the OMDA.

The Cabinet Committee on Economic Affairs (CCEA) has given ‘in-principle’ approval for strategic disinvestment of CPSEs including Pawan Hans Limited based on the recommendations of the Core Group of Secretaries on Disinvestment. CCEA has approved the recommendation for disinvestment of 100 per cent shareholding of Government of India to strategic buyer identified through two-stage auction process in the CPSEs including Pawan Hans Limited (PHL). This was revealed by Jayant Sinha, Minister of State for Civil Aviation, in a reply in Lok Sabha.

The Airports Authority of India (AAI) has issued directions to the respective car parking licensees across all AAI controlled airports for evolving a mechanism of e-payment transactions in the form of debit/credit cards, digital wallets (PayTM, Freecharge, Mobikwik, Reliance Jio etc.). This was revealed by Jayant Sinha, Minister of State for Civil Aviation, in Lok Sabha, AAI has also keep sufficient change of currency in small denomination of Rs.10, 20, 50 & 100 to smoothen the process of parking at all airports. Besides Car Parking Licensees, AAI is evolving a mechanism so that digital payment alternatives through various modes is available at all concessions providing passenger facilitation services at airports (such as Food & Beverage Outlets, General Retails, Car Rentals, Pre-paid Taxi Services etc.

Minister of Civil Aviation, Ashok Gajapathi Raju Pusapati, Minister of State, Ministry of Civil Aviation, Jayant Sinha and Secretary, Civil Aviation, Rajiv Nayan Choubey inaugurating the two-day Aero Expo India-2016 organised by the PHD Chamber of Commerce and Industry under the patronage of Ministry of Civil Aviation here today. The Minister remarked that with new civil aviation policy in place and other associated reforms accompanying it, the civil aviation sector would emerge to serve the un-served at affordable pace. Raju reassured the Indian civil aviation industry, emphasising that the government of the day is exploring all possibilities for capacity expansion of leading airports in the country as well doing its best to make sure that the regional air connectivity is accomplished as per its UDAAN initiative. The Minister also stressed that though the domestic civil aviation industry has been growing at a rate of more than 20% in the last few years, admitting that higher passenger growth in civil aviation sector is still a challenge for the government which could be won with addition of capacities in India’s leading airports. Speaking on the occasion, Sinha asked civil aviation industry to grow in such a manner so that its passenger traffic, currently estimated at about 150 million for domestic and overseas sector multiplies manifold and catches on pace with the air traffic of China which presently is calculated at 500 million per annum.
