The Rajasthan Assembly passed the Rajasthan Tourism Trade (Facilitation and Regulation) Amendment Bill, 2021 with a voice vote. According to the new section 27-A inserted in the Rajasthan Tourism Trade (Facilitation and Regulation) Act, 2010, the offence will be cognizable and bailable. If the offence is in Section 13 (3) then whoever commits subsequent offence of touting shall be arrested without warrant by police and, on conviction, be punished with rigorous imprisonment of up to three years or fine of up to Rs.30000 or both.

The IATO Executive Committee recently reviewed and restructured the IATO Regional and the State Chapters to expand its wings and strengthen its membership base in Uttarakhand, Ladakh, Lakshadweep, Dadra, Nagar Haveli, Daman & Diu. In continuation, IATO has further expanded its wings by appointing Co-Chairman and in-charge in various states and union territories. Rajasthan being a large state with a strong membership basis was considered to have a Co-chairman and Mahendra Singh of Holidays N Vacations, Jaipur has been appointed as Co-Chairman of Rajasthan. It was for a long time in the mind of IATO EC to have a Co-Chairman of Uttar Pradesh who should be based in Varanasi, keeping in view the importance of Varanasi as a big tourist attraction, both for international and domestic tourists and Bhuvanendra Vikram Singh of Prime Value Tours Pvt. Ltd has been given this responsibility. Sikkim being a prime tourist destination needed a Co-Chairman, keeping in view the distance between North Bengal and Sikkim. Namgyal P Sherpa of Namgyal Treks & Tours, Gangtok has been appointed as co-chairman to assist the Chairman of Sikkim and North Bengal Chapter who is based in Siliguri, Darjeeling. The Rajasthan government has brought the tourism industry under the Rajasthan Investment Promotion Scheme-2019 extending the benefits offered under the scheme. Tourism projects having an investment of Rs 5 crore or above will be granted benefits like capital subsidy equivalent to 20% of the investment made, subject to maximum Rs 25 lakh or 5% interest subsidy on term loan taken by enterprise from financial institutions for a period of 5 years subject to Rs 25 lakh annually.

The Rajasthan cabinet has approved a new tourism policy for the state. The new policy aims to rebuild the marketing policy for international branding of tourism and promote domestic tourism. The policy proposed to strengthen the tourist assistance force, encourage startups. Two or three prominent monuments and sites will also be developed in every division as ‘Iconic monuments’ or sites. For MICE and wedding tourism, the policy lays out a plan to identify, grade and list facilities. The policy also outlines a scheme for classifying all tourism units such as hotels, paying guest houses. An annual event, ‘Rajasthan Startup Tourism Connect’, will be organised to bring innovation to the sector.

The state government has decided not to charge any entry fee for the first 15 days after the reopening. Rajasthan has 342 protected monuments and 32 of them are ticketed. From the third week, the monuments will open daily and 50 % discount will be offered on the ticket amount till October 31. Monuments, except those falling in curfew areas, will be open on four days a week: Tuesday, Thursday, Saturday and Sunday for the first two weeks.
Read More »Rajasthan to reimburse SGST due and deposited by tour operators and hotels
Taking measures to mitigate COVID-19 impacts on the industry, the Rajasthan Government has extended a helping hand to hotels and tour operators registered in the State. According to an order by the state government, it has been decided to reimburse State Tax due and deposited by hotels and tour operators registered under Rajasthan Goods and Services Tax Act, 2017. The order for a reimbursement of State Tax due and deposited to hotels and tour operators will come into effect from April 1 and will remain in force till June 30. ‘State Tax due and deposited’ means the amount of State Tax (SGST) paid through debit in the electronic cash ledger account maintained by the enterprise after complete utilisation of the available amount of input tax credit of the SGST and Integrated Goods & Services Tax (IGST). This order will be applicable for taxable persons registered under the category of hotels, heritage hotels, resorts and tour operators. However, it will not cover stand-alone restaurants and clubs. Beneficiaries will be entitled for reimbursement of State Tax due and deposited in the operative period in the manner as may be prescribed, provided no reimbursement under this order is available for SGST to be leviable and paid on rental or leasing services, including own or leased non-residential property.

Adventure Tour Operators Association of India (ATOAI) concluded its first online members’ meet on March 31, which was attended by close to 100 members from across the country, including Kerala, Assam, Ladakh, Rajasthan, Himachal Pradesh, Madhya Pradesh, Delhi, Andhra Pradesh, Haryana and Uttar Pradesh. The meeting, moderated by Capt. Swadesh Kumar, President, ATOAI and Vinayak Koul, Hony. Secretary, ATOAI, helped members and the Association share constructive ideas to survive in present times. Members also got a chance to share their experiences. The keynote speaker for the meeting, Nakul Anand, Chairman, FAITH, briefed members on various topics related to the COVID-19 crisis and explained that the strategy going forward should broadly be divided in two phases – phase-I being survival and phase-II being revival. He also informed members about the various efforts of FAITH for the tourism industry.
